LVVWD Leak Adjustment Program, Repair Reimbursement and the SNWA Voucher

Leak adjustment and reimbursement programs ask for records, so keep bills and receipts together.

The LVVWD leak adjustment program can credit leak water you have already been billed for, and a separate LVVWD program can pay back part of the repair. Both have deadlines that start sooner than people expect, so order matters.

A leak costs twice, on the bill and on the repair, and the Las Vegas Valley Water District (LVVWD) and the Southern Nevada Water Authority (SNWA) each run programs for one of those costs. If you are still trying to find out where the water is going, start with high water bill leak detection las vegas.

What LVVWD and SNWA offer after a leak

LVVWD customers have two main ways to recover leak costs: the Leak Adjustment Program, which credits leak usage already billed if repairs are made within 60 days of the billing date and you apply within 90 days of the repair, and the Leak Repair Reimbursement Program, which can pay up to 50 percent of a single-family repair, up to $2,000.

Four other programs sit around them, each with its own owner and rules.

The six programs at a glance

All LVVWD rows come from LVVWD Customer Assistance Programs (opens in a new tab); SNWA rows come from SNWA's voucher (opens in a new tab) and rebate (opens in a new tab) pages.

  3. 3Meter dial and sweep hand, which record the water that passes through the meter.
  4. 4Service line from the meter to the house. If the triangle still moves with the house shut-off valve closed, the leak is likely underground on this line.

Who these programs apply to

LVVWD runs the retail programs for its own customers in Las Vegas, NV and unincorporated Clark County. SNWA is a different body. It was formed in 1991 by seven water and wastewater agencies, including LVVWD, the City of Henderson and the City of North Las Vegas, and its voucher and sensor rebate are open to customers of those member agencies.

A Henderson, NV home is not an LVVWD account, so the LVVWD Leak Adjustment and Repair Reimbursement do not apply; the city runs its own leak adjustment with different rules, and City of Henderson Utility Services is the place to ask. The SNWA voucher and sensor rebate can still apply in Henderson because the city is a member agency. In North Las Vegas, NV, check with your city's water utility before relying on anything here.

LVVWD Leak Adjustment Program: requirements and deadlines

Per LVVWD Customer Assistance Programs (opens in a new tab), the program is for LVVWD customers only, and all of these must hold:

  • At least one full month of recorded consumption before the month the leak occurred.
  • Consumption up by at least 50 percent during the leak period.
  • The leak usage has already been billed.
  • No Leak Adjustment credit on the account in the past 12 months.
  • Repairs completed within 60 days of the billing date when the leak was discovered.
  • An online application submitted within 90 days of the date the repairs were completed.

The two clocks start from different events. The 60-day repair window runs from the billing date of the bill that revealed the leak, not the day you first noticed water. The 90-day application window runs from the day the repair was finished.

A worked example: a bill dated June 10 reveals the leak. Repairs need to be done by August 9. If the repair finishes on August 1, the online application is due by October 30. LVVWD makes the final determination, so confirm your own dates with the district.

LVVWD Leak Repair Reimbursement: up to 50 percent, up to $2,000

This one pays toward the repair, not the bill. LVVWD's terms (opens in a new tab):

  • Single-family residential property owners only.
  • Up to 50 percent of the cost to repair a leak, up to $2,000 per event.
  • The repair must cost at least $200.
  • One reimbursement within a rolling 365 calendar days from the leak repair date.
  • A paid invoice is required.
  • Tenants, ongoing leaks and rural service areas are excluded.

A repair below the $200 minimum does not qualify. "Up to" means LVVWD decides the final figure, so treat these as ceilings.

Low-income Leak Repair Assistance

For income-qualified homeowners, LVVWD Customer Assistance Programs (opens in a new tab) lists repair assistance of up to $10,000 per leak event. You do not apply to LVVWD directly. The district names community partners that take applications: the City of Las Vegas, the plumbers union (Local 525) and ULAN. Income limits are not listed in the program summary, so check with the partner.

The SNWA Leak Detection Assistance voucher

The SNWA Leak Detection Assistance Program (opens in a new tab) offers a voucher of up to $250. SNWA's terms:

  • For single-family residential property owners.
  • Water service must come from an SNWA member agency, with the account in good standing.
  • One voucher per qualifying property per calendar year.
  • It applies toward the initial leak diagnostic site visit, or toward the first two hours of service work to fix the identified leak.
  • It is redeemed only through a participating Water Smart Plumber listed on SNWA.com.

A common mix-up: this is an SNWA program, not an LVVWD bill credit, and it is not a general allowance for any leak-finding service.

What the Water Smart Plumber list means

According to SNWA, a Water Smart Plumber has completed at least six hours of SNWA water-efficiency training plus two hours of refresher training each year, is in good standing with the Nevada State Contractors Board with no disciplinary action in the previous five years, has been licensed and insured in Nevada for the past five years, offers a one-year warranty on work, responds to inquiries within 24 hours, and gives written bids based on hourly rates.

If you plan to use the voucher, choose a company from SNWA's Water Smart Plumber list (opens in a new tab) before you book.

Two smaller programs: leak sensors and water line protection

SNWA's Home Leak Sensor Rebate, listed with its smart device rebates (opens in a new tab), pays 50 percent of the purchase price or $200, whichever is less, for properties served by a member agency with an account in good standing. The sensor must be bought within 30 days of the date printed on the coupon and installed at the listed address within 90 days of purchase, one rebate per property.

LVVWD's assistance programs page (opens in a new tab) also lists a Water Line Protection Program for single-family residential account holders at $3.99 a month, provided by American Water Resources. It covers leaks on the service line between the meter and the house.

Putting it in order after a leak

The programs work best in sequence.

  1. Confirm there is a leak. If LVVWD contacted you after at least three days of continuous flow, see what to check after a flow alert.
  2. Find the source.
  3. Repair it within 60 days of the billing date that revealed it.
  4. Keep the paid invoice.
  5. Apply online for the Leak Adjustment within 90 days of the repair date.
  6. If you are a single-family owner and have not been reimbursed in the past 365 days, apply for Repair Reimbursement.

Step 2 eats the calendar: every week spent guessing at a hidden leak comes off the 60-day window. Leak Detection Las Vegas locates leaks for Las Vegas, NV homes, including Las Vegas slab leak detection, so the repair can be planned at the right spot. To be clear about scope: we are not on SNWA's Water Smart Plumber list and cannot redeem the SNWA voucher. If the bill jumped and you are not sure why, start with these checks to run on a high bill.

LVVWD and SNWA Leak Program FAQs

Can you dispute a high water bill in Las Vegas?

For a leak, the route is LVVWD's Leak Adjustment Program rather than a dispute. If consumption rose at least 50 percent, the leak was repaired within 60 days of the billing date and you apply within 90 days of the repair, LVVWD may credit leak usage. If you suspect the meter itself, contact LVVWD.

Can tenants apply for LVVWD leak repair reimbursement?

No. LVVWD's Leak Repair Reimbursement is for single-family residential property owners and excludes tenants. A tenant who finds a leak should tell the owner promptly so the owner can act within the window.

Can I use the SNWA leak voucher with any plumber?

No. SNWA says the voucher is redeemed only through a participating Water Smart Plumber listed on SNWA.com. Check the list before booking.

Do Henderson residents qualify for LVVWD leak programs?

No. Henderson, NV homes are served by City of Henderson Utility Services, so LVVWD's adjustment and reimbursement do not apply; ask the city about its own rules. SNWA's voucher and sensor rebate can apply, because the City of Henderson is an SNWA member agency.

Is LVVWD's water line protection worth it?

It depends on how much risk you want to carry. The plan costs $3.99 a month and covers service-line leaks between the meter and the house. Compare it with what your homeowners policy says about that line.
